The sale of goods from the SAE allows you to purchase products up to 70% below the commercial price; so far this year, the agency has offered 10 million goods with a value of 150 million pesos.

When buying a second-hand product you can save up to 50% or 70% of its commercial value, but you run the risk of not having a guarantee that supports the physical and legal status of what you acquire. To avoid these setbacks, there is an option offered by the Government to purchase used goods at low prices and with the certainty of its legality.
Among the assets seized by federal agencies such as the Tax Administration Service (SAT) through the customs and the Treasury of the Federation and the Attorney General's Office (PGR) there may be something for your company.
"These goods have gone through the regulation of the authority, are completely legal, whether it is illegally introduced goods to the country, products of organized crime or machinery that does not comply with import permits," said director of the Economics of the Tecnológico de Monterrey Business School Campus Santa Fe, Raymundo Tenorio Aguilar.
For 11 years, the Service of Administration and Disposal of Assets (SAE), of the Ministry of Finance and Public Credit, is dedicated to "giving destiny to the unproductive assets of these three dependencies and another 50 state and municipal," said the director Commercialization and Marketing of the SAE, Javier Dorantes Plascencia.

The SAE receives the movable and immovable property and gives them exit through three ways: donations to vulnerable populations and affected by natural disasters, destruction of the products that infringe the copyright and the sale to the goods that still have a useful life. through auctions.
"80% of the output of goods is concentrated in public sales through face-to-face or electronic auctions, bids, public auction and direct awards", specified the executive.
SAE auctions are the most common way in which final customers and wholesalers approach to acquire unproductive goods from the Government, such as houses, land, vehicles, yachts, jewelery, etc. Since the creation of the service, between 15,000 and 20,000 customers have participated, of which at least 8,000 have ever purchased.
Last year, the SAE generated sales of 30 million goods. So far in the first half of the year, it has carried out 18 electronic and two face-to-face auctions, in which 10 million of goods have been offered for a value of 150 million pesos.
This face-to-face auction system is based on a bidding process lasting three days, during which 3 or 4 million goods can be offered. The auctions can be held three or four times a year. Virtual auctions are continuous, real estate lasts two weeks and property auctions eight weeks.
Public tenders are made in sealed envelope and in person. "Several people meet in front of a table where the offers are placed, these are opened in front of a notary that gives faith and legality that the process is transparent," Javier Dorantes described.
The process is so "scrupulous, obsessive and can fall into exaggerated," accepted the expert, to the extent that those involved in the opening of the envelopes wear shirts with short sleeves, there are video cameras and audio testimony that allows the process to be transparent. The money obtained from the auctions and tenders is for the agencies that own the goods and the SAE charges a commission if the sale is achieved.
When a client purchases fixed assets such as machinery, property or new or used vehicles, it has the advantage of being able to deduct them for the next five years.
"The depreciation of the assets is recorded as operating expenses in the income obtained by the individual or company, thus there will be less profit to be taxed with the ISR," said Professor Raymundo Tenorio.
Who participates?
Those who wish to participate in a government tender or auction have access to the documents and information of the goods before purchasing them.
"We do not guarantee that they work well or for a long time, in addition the cost of transfer if it is machinery or vehicles is not covered by the SAE, also the unfinished procedures of the properties and land are transferred to the buyer," said Dorantes .
To participate in the auctions, interested parties must pay for the registration bases. Electronic auctions have no cost, but if it is carried out face-to-face they will have to pay 500 or 1,500 pesos if it is a public tender. "This fee includes the costs of conducting the event," specified the SAE official.
In addition you will have to give a guarantee of seriousness that indicates that you are committed to the purchase. For real estate it will be 10% of the property. "If he does not win, the guarantee is returned and if he is the winner that money will be taken into account for his purchase," said Javier Dorantes.
